The Professional Engineering Services (PES) provides a streamlined approach for federal agencies to access qualified firms in a multitude of engineering disciplines. (www.gsa.gov). Arcata Associates, Inc. will perform professional engineering services under any resultant contract as described in our labor category descriptions.  Arcata will not perform services such as logistics or information technology support under the PES contract.

Geographic coverage: FOB Destination, “Domestic Delivery Only,” the exact delivery time to be specified on Individual Delivery/Task Orders.

The following Special Item Numbers (SINs) are offered under Arcata Associates, Inc. GSA Professional Engineering Services Schedule:

SIN 871-3, 871-3RC – System Design, Engineering & Integration(Electrical, Mechanical)

Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis, mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to computer-aided design, design studies and analysis, high level detailed specification preparation, configuration, management and document control, fabrication, assembly and simulation, modeling, training, and consulting.

Arcata’s Capabilities:

1. Provides research, planning and designing of mechanical and electromechanical products and systems.
2. Involved in fabrication, operation, application, installation and repair of mechanical or electromechanical products and systems.
3. Design products or systems, such as instruments, controls, engines, machines and mechanical thermal, hydraulic or heat transfer systems, applying knowledge of engineering principles.
4. Provide engineering efforts required to significantly advance the real-time data processing capabilities of Telemetry/Radar Acquisition and Processing Systems and Mission Control Centers.

SIN 871-5, 871-5RC – Integrated Logistics Support (Electrical)

Services required under this SIN involves the analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of systems throughout their lifecycles, excluding those systems associated with real property. Typical associated tasks include, but are not limited to ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, and consulting.

Arcata’s Capabilities:

1. Operate and maintain high accuracy instrumentation radars providing Time Space Positioning Information of research aircraft and Low Earth Orbiting spacecraft.
2. Maintains and engineers range communications systems, a broad matrix of trunk lines, communication panels, public address systems, commercial telephone systems, and military ground communication networks.

SIN 871-6, 871-6RC – Acquisition & Life Cycle Management (Electrical)

Services required under this SIN involve all of the planning, budgetary, contract and systems/program management functions required to procure and or/produce, render operational and provide life cycle support (maintenance, repair, supplies, engineering specific logistics) to (technology based) systems, activities, subsystems, projects, etc. Typical associated tasks include, but are not limited to operation and maintenance, program/project management, technology transfer/insertion, training and consulting.

Arcata’s Capabilities:

1. Performs preventive and remedial maintenance, repair, modification, fabrication, installation, operation, diagnostic troubleshooting and preflight setup of mission control centers and the real-time and post flight operations of video systems used to support flight research projects.
2. Video experts on long-range optics, pan and tilt systems with various types of cameras and lens configurations, video tape recorders and video distribution systems, video editing systems, monitors, and other related video equipment in support of various flight research projects.
3. Perform board-level and component-level maintenance, head alignments, mechanical adjustments, cable fabrication and installation, including fiber optics, installation and checkout of various systems and equipment and other maintenance tasks as required.
4. Prepares procedural documentation wherever contractually applicable.

Prompt Payment Terms:  Net 30 days

License fees are to be negotiated between the contractor and the individual customer agencies.

Firm Fixed Price/Labor Hour Task Orders: Arcata Associates, Inc. is approved to accept both Labor Hour task orders and Firm Fixed Price task orders from customer agencies.
